  • -12% average reduction in revenue
  • 71% increased use of digital tools during COVID-19
  • 47% plan to use digital tools more after COVID-19

Data Driven Recommendations for Policymakers:

Scale public–private partnerships that address barriers to success.

Policymakers should prioritize the creation of and incentivize small business participation in a new era of national and local public–private partnerships focused on overcoming common access and education barriers that many small businesses face, particularly during challenging times.

Increase funding streams that empower small businesses to innovate.

Without access to capital, small businesses cannot stay open, much less innovate. This is even more evident during a crisis. Many small businesses need access to new forms of capital and inexpensive services to bridge the gap in these situations. Policymakers should consider funding new forms of small business grants or loans and expanding national support networks. They should also be mindful of small businesses led by members of underserved groups.
