Spenser Wempe is the Director of Communications at the Connected Commerce Council (3C) in Washington, D.C. providing expertise in messaging, public relations, and political communications. Spenser joined 3C in 2019 after serving as Director of Communications for the Rural Community Assistance Partnership, Inc. (RCAP) in Washington, D.C. At RCAP, she oversaw all national internal and external communications and branding. Spenser also managed all communications deliverables for more than a dozen multi-year, multi-million dollar federal grant programs through US EPA, USDA, OECD, EDA, and HHS, in addition to private foundation research and technical assistance grants. Also, during her time at RCAP, Spenser was one of the leaders in the creation of Rural RISE, a program to support rural entrepreneurs supported by the Kauffman Foundation, the AARP Foundation, and Etsy. Spenser also previously served as the Marketing Manager for the Federal Business Council and CyberMaryland in Columbia, MD, where she participated in the Maryland Cybersecurity Workforce Development Board. Spenser has an academic background in Political Science and International Relations at West Virginia University and is a member of the American Society of Association Executives (ASAE).
