The creator economy is shaping a new generation of digital-first entrepreneurs. Creators are building businesses, hiring employees and contractors, investing in equipment and production, paying taxes, and reaching customers and audiences far beyond their local communities.
Yet many public policies and traditional small business programs have not kept pace with how creator-led businesses operate. Creators can face unique challenges accessing capital, finding skilled workers, monetizing their work, and protecting the intellectual property and personal identity at the center of their businesses.
3C believes policymakers should recognize creators for what many of them are: small business owners and entrepreneurs. Public policy should give creator-led businesses the flexibility, tools, and protections they need to start, grow, and compete.

- Small business programs should better reflect how digital-first businesses earn revenue, access capital, build teams, and invest in growth.
- Creators need continued access to digital tools and services that help them reach audiences, monetize their work, and build sustainable businesses.
- Creators should have strong protections for their intellectual property, voice, likeness, and other assets that are essential to their businesses.
- 3C supports the bipartisan NO FAKES Act, which would establish federal protections against unauthorized digital replicas of an individual’s voice and likeness while creating a clear national framework that protects both individuals and innovation.
